What this tool does
This tool helps seniors respond to electric, gas, heating oil, propane, cooling, or water bill problems. It gives a call order and document list. It does not approve LIHEAP or decide whether your utility must stop a shutoff.
LIHEAP is run by states, tribes, territories, and local intake offices. Application dates, crisis rules, and income limits can change. The federal poverty table is a useful marker, but each state sets its own rules within federal limits. ACF lists state LIHEAP contacts and the National Energy Assistance Referral line at 1-866-674-6327.
What to do first
- Call the utility: Ask for a payment plan, medical protection, senior protection, or hardship program.
- Call LIHEAP intake: Ask about regular energy help and crisis help.
- Call 211: Ask for community action, churches, charities, and city emergency funds.
- Ask about weatherization: Long-term repairs may lower bills later.
Documents to gather
Have your utility bill, shutoff notice, account number, photo ID, proof of address, proof of income, Social Security award letter, and medical device note if power is needed for health equipment.
Reality checks
Emergency utility funds often run out. Some offices open by season. Some crisis programs can act faster when there is a shutoff notice, a broken furnace, a senior in the home, or a medical need. Always write down the date, office name, and next step.
