The Massachusetts Rental Voucher Program (MRVP) helps eligible low-income renters pay for housing. It is a rent subsidy, not a cash grant. Older adults can apply, but the program is not just for seniors. The key question in October 2026 is not only how to apply, but which vouchers are actually being issued.
Bottom Line
Apply for MRVP through Massachusetts’ CHAMP application and keep your choices and contact details current. Applications remain available, but issuance of new mobile MRVP vouchers is paused, according to the state’s 2026 policy FAQ. Project-based opportunities have separate property and agency limits. An application does not mean a voucher or apartment is ready.
If Your Housing Is at Risk
MRVP is not a quick way to stop an eviction. If you have overdue rent, court papers or no safe place to stay, check the state’s emergency housing programs and its RAFT application steps. Keep any court date even while an aid request is pending. Our Massachusetts emergency help guide covers faster crisis routes.
Start Here
- Open CHAMP. Choose the MRVP waiting lists and communities where you could truly live.
- Check the state MRVP instructions before you send documents or assume a priority.
- Contact a local housing authority about your application, project-based options and reasonable accommodations.
| Your situation | First action | Important limit |
|---|---|---|
| You have not applied | Create or find a CHAMP application | Mobile issuance is paused; waiting lists remain |
| You need a specific accessible apartment | Ask agencies and properties about project-based units | A listing is not an open unit |
| You already have an MRVP voucher | Read your agency’s new rent and recertification notices | Several 2026 rules may change your payment |
| You face eviction soon | Seek emergency housing and legal help now | MRVP is not immediate crisis assistance |
What Changed for MRVP in 2026?
Massachusetts has made several cost-control changes. The official policy update says MRVP stopped paying security deposits for new leases effective on or after July 1, 2026. Some deductions changed. Utility reimbursements end at the next qualifying recertification or move.
MRVP households now face yearly income reviews and must report household and income changes within 30 days. Rent shares may rise.
Most important for applicants: Massachusetts continues to accept CHAMP applications while normal issuance of new mobile vouchers is paused. The state has not given a reliable date here for restarting issuance. Ask your administering agency for a status check, but do not plan a move around an unissued voucher.
Mobile and Project-Based MRVP Are Different
MRVP offers two voucher types. Both pay toward approved rent, not spending cash.
| Question | Mobile voucher | Project-based voucher |
|---|---|---|
| Where is help tied? | To the eligible household | To one approved apartment |
| Can it move with you? | Sometimes, after agency approval | No automatic transfer of that subsidy |
| Who finds the unit? | The renter searches for an eligible unit | The renter applies for an assisted unit |
| 2026 reality | Issuance of new vouchers remains paused | Availability depends on each site and list |
Mobile units must pass safety and rent checks before agency approval. Project-based help usually ends when you leave that assisted unit. See the state voucher program overview.
Use Housing Navigator to find properties. Ask if their MRVP list is open and how to request accessible units. Our Massachusetts apartment guide covers other options.
Who May Qualify for MRVP?
The state’s published initial income ceiling is 80% of Area Median Income (AMI). AMI changes with location and household size. An income below the ceiling is only one part of screening. A housing agency checks household details and other program rules before approving any voucher.
Older adults, single people, families and people with disabilities may apply. MRVP is not limited to people 62 or older. Ask which household members and income sources to report.
For Boston, Worcester, Pittsfield or Cape Cod, ask which area and household-size income limits apply. Social Security alone does not prove eligibility.
If you have a disability, ask about a reasonable accommodation for the application, communication or apartment. Send documents only to verified agency contacts.
How to Apply Through CHAMP
CHAMP means Common Housing Application for Massachusetts Programs. Its account page lets you start or locate an application. It is for state-funded housing paths, not one universal application for every federal Section 8 list or private building.
- Create an account or retrieve your old application. Use an email and phone number you check often.
- Select MRVP lists and any other eligible state housing choices you want. Choose places where you can live and travel to needed services.
- Answer household, income and housing questions carefully. If you request homeless priority, state the real reason and be ready to document it.
- Save your confirmation and any application number. Check the status in CHAMP. Update your address, phone, email and household details promptly.
- Watch for requests to interview or provide more proof when your name reaches screening. Being on a list is not the same as final approval.
You can also submit a paper MRVP/AHVP application to a housing agency. Ask for accessible help if needed. The state housing search guide explains separate state and federal applications.
Are MRVP Waiting Lists Open?
Yes, you can still submit MRVP applications in CHAMP. That is different from a voucher being issued. The official 2026 FAQ confirms that new mobile MRVP voucher issuance remains paused. A project-based building may have a different list, or no opening. Waiting times can be lengthy and cannot be promised.
Agencies may contact applicants at different times. Check your selected lists and contact details. Never pay someone who claims to advance your place.
Can Homeless Priority Help?
Some people can claim homeless priority. It is not automatic just because housing is costly or insecure. The state priority guide explains that a Centralized Screening Office reviews claims and seeks proof, such as official letters or reports. It may contact you by email, phone and mail. A denied priority decision may be appealed.
Priority can change a waiting-list position but does not remove the mobile issuance pause or guarantee immediate housing. Keep working on emergency safety and housing options while priority is reviewed. If you are already waiting for a state voucher, keep copies of every notice and response.
How Much Rent Will You Pay?
The MRVP application page says households pay at least 30% of net monthly income toward rent. This is a starting rule, not a promise that every apartment will cost exactly 30%. The agency determines net income, the approved rent, allowed utility amounts and the voucher payment.
For mobile MRVP, the applicable payment standard depends on ZIP code and approved bedroom size. State guidance now uses 105% of federal fiscal year 2027 Small Area Fair Market Rent in most ZIP codes, with stated exceptions for Lynn, Nantucket, Martha’s Vineyard and parts of Cape Cod. The 2026–2027 payment guidance applies new standards to relocations and new leases effective October 1, 2026, and regular annual recertifications effective December 1, 2026, or later.
Project-based MRVP follows a different maximum-contract-rent rule. The state’s September 15 guidance generally uses 100% of area-wide Fair Market Rent, subject to the contract and rent-reasonableness review. Do not use the mobile ZIP-code table to calculate a project-based unit’s rent.
Practical example: A senior using a mobile voucher wants to move from one ZIP code to another. The agency must check the proposed unit, new ZIP-code standard, household size and household rent share. The senior should request the agency’s written estimate before agreeing to a lease; a calculation from an old payment chart may be wrong.
Who Administers MRVP?
The Executive Office of Housing and Livable Communities oversees MRVP. Local housing authorities and regional administering agencies handle screening, inspections, rent calculations and payments.
Use the state’s agency and partner finder to identify offices. For a question about a specific waiting list, the office tied to your CHAMP choice is usually more useful than a general state hotline. For statewide MRVP program questions, the official contact is 617-573-1250, as shown on the state MRVP page.
If a landlord doubts the voucher process, the state’s landlord guide explains how approved payments go to the owner. Do not promise a landlord a start date while you are only on a waiting list.
Documents to Prepare
You may not need every paper to start the online application. Gather them before screening so a missing letter does not slow your case. The agency will tell you which records it accepts.
| Document | Why it helps |
|---|---|
| Photo ID and household details | Confirms identity and who would live in the unit |
| Social Security, pension or wage letters | Helps verify income and changes |
| Current address and housing papers | Supports address history and housing situation |
| Priority or disability-related letters, if relevant | Supports a claimed priority or accommodation request |
| CHAMP logins, notices and case numbers | Makes follow-up and corrections easier |
Existing voucher holders should also keep annual recertification requests, benefit letters, income change reports and rent-share notices. The state’s participant notice warns that annual checks and other 2026 changes may affect payments. Do not ignore a document request because you believe the agency already has the record.
Reality Checks, Mistakes and Backup Routes
Reality check: An open application is not an available subsidy. Project-based units, mobile vouchers and federal Section 8 have different lists. A project with an MRVP label may still have no vacancy.
- Do not assume MRVP and federal Section 8 are the same application. Massachusetts says its EOHLC regional Section 8 mobile waiting list is closed, while local housing-authority Section 8 routes may still accept applications.
- Do not assume the voucher will cover a security deposit. New MRVP leases effective since July 1, 2026 no longer receive that MRVP payment.
- Do not sign a lease based on an unverified voucher estimate or a promise from someone who cannot approve the unit.
- Do not miss recertification mail. Report household and income changes and keep proof of submission.

If You Are Denied or Your Voucher May End
Ask for the written reason, the rule used and the last date to request review. For a denied homeless-priority claim, ask the Centralized Screening Office how to appeal. For an MRVP termination notice, ask the administering housing agency about an informal hearing. The state’s policy says agencies must make written document requests before ending a case for missing recertification information.
Some 2026 rules about excess subsidy repayments are strict. If an agency says you owe money, do not assume an old repayment-plan option still exists. Ask for a written itemized calculation and seek help promptly. If you are threatened with eviction or discrimination, get local legal advice. Our Massachusetts housing guide covers other rent and legal-help routes.
For a near-term crisis, use the state’s RAFT regional finder to locate the right housing help office. For ongoing housing search, also ask about state public housing and local senior apartments. Our Massachusetts benefits guide offers a wider view if rent costs leave too little for other needs.
Phone Scripts You Can Use
Ask about a waiting list
“I applied for MRVP through CHAMP. Can you confirm my selected list, my current contact details and whether your office is issuing any vouchers? What should I do while issuance is paused?”
Ask about a project-based unit
“I need an affordable apartment in your area. Do you have any MRVP project-based units? Is the list open, and how do I apply for the specific property?”
Question a rent calculation
“Please explain my net income, payment standard, utility amount and tenant rent share. Which effective date applies, and can I receive the calculation in writing?”
Ask for a review or accommodation
“I received a notice dated ____. I need to understand the reason and my hearing or appeal options. I also need this accommodation: ____. Please tell me the deadline and next step.”
Frequently Asked Questions
Can Massachusetts seniors apply for MRVP?
Yes. Eligible older adults may apply, but MRVP is not a senior-only program. Income, household circumstances and program screening matter.
Is MRVP accepting new applications in October 2026?
Yes. Massachusetts says mobile and project-based MRVP applications remain available through CHAMP. But new mobile voucher issuance remains paused, and available project-based units depend on their lists.
Does a mobile MRVP voucher move with me?
A mobile voucher may be used in another eligible unit after agency approval. A project-based voucher stays with its approved apartment and does not automatically follow you.
How much income can I have for MRVP?
The stated initial income ceiling is 80% of Area Median Income. The actual dollar limit depends on the area and household size. The housing agency makes the final eligibility decision.
Can MRVP prevent an eviction next week?
Do not count on it. MRVP has waiting lists and a mobile issuance pause. For urgent housing loss, seek RAFT screening, housing counseling and legal help right away.
