Bottom line: West Virginia does not have a separate benefits portal only for seniors. Most older adults should start with the WV PATH portal for SNAP, Medicaid, WVCHIP, Medicare Premium Assistance, and LIEAP when it is open. But the portal is not enough for every problem. Keep your county office, EBT card help, and senior-service contacts ready too.
Emergency help now
- No food or SNAP stopped: Call DoHS Customer Services at 1-877-716-1212, or use the county office finder to contact your local office.
- Utility shutoff risk: Call your county office and ask about LIEAP status, the 20% Utility Discount, repair-and-replace help, and whether a local Community Action agency can help.
- Locked out of PATH: Call PATH technical help at 1-844-451-3515. This is for login and portal trouble, not benefit decisions.
- Need in-home care: Do not wait on PATH alone. Ask about the Aged and Disabled Waiver, Medicaid Personal Care, and the Aging and Disability Network.

The official portal seniors should use
WV PATH is the main public portal for many West Virginia benefits. Seniors can use it to apply for or manage food help, health coverage, Medicare cost help, and seasonal energy help. It is also the place many people use for renewals, messages, and case status.
Do not be confused by older names. You may still see “DHHR” or “inROADS” on old papers, PDFs, or notices. West Virginia reorganized the old DHHR system in 2024, and public benefit work now often points to DoHS and WV PATH. An old name on a paper does not always mean the paper is fake, but the current online portal is PATH.
PATH works best when your case is simple, you have a working email, and you can read messages online. It works less well when you have an urgent proof deadline, no email, old case-linking trouble, or a long-term care need. For broader state help beyond the portal, keep our West Virginia senior benefits guide handy while you decide what to do next.
When to use WV PATH, phone, or an office
Use PATH first if you can safely complete an online form. This is often the fastest way to start SNAP, Medicaid, WVCHIP, or Medicare Premium Assistance. It also gives you a record of what you submitted.
Call DoHS Customer Services at 1-877-716-1212 if you need benefit help, want to report a change, or cannot tell what is missing. The state’s DoHS hotline list also lists Client Services at 1-800-642-8589 for questions about DoHS programs.
Visit or call your county office when a deadline is close. This matters most for proof, identity problems, paper renewals, long-term care Medicaid, and cases that are pending but not moving. If you hand-deliver papers, ask how to get a date-stamped receipt.
| Best choice | Good for | Not good for | Ask this |
|---|---|---|---|
| WV PATH | New applications, status checks, renewals, messages | Same-day food, heating shutoff, unclear proof upload | “Can I save or print my confirmation?” |
| Phone | Change reports, missing notices, benefit questions | Long waits when lines are busy | “What is missing and what is the deadline?” |
| County office | Paper proof, no email, stamped drop-off, local follow-up | After-hours help | “Can I get proof this was received?” |
| Community partner | Computer help, language help, forms, local referrals | Final benefit decisions | “Can you help me submit or call?” |
How to create and use a PATH account
You can use screen for help before you create an account. That can save time if you are not sure which benefit fits your need.
To apply online, you usually need an Optum GovID. The account sign-in guide says to click Sign In, Apply, or Go, then create an Optum GovID if you do not already have one.
- Use an email address you can open today.
- Add a phone number if you can, so you have more than one way to get a code.
- Write down your username and store it somewhere safe.
- Do not let a caregiver use your password. Use permissions when possible.
- Save or print your submitted application PDF after you finish.
The My Account guide says older inROADS case information may be linked by entering a Social Security number or old DHHR PIN, and it can take up to 24 hours to show. It also says submitted applications can be viewed as PDFs, and saved drafts remain for 30 days.
Documents and proof: do this before you apply
Gather papers before you start. A senior who has to stop halfway through may miss a notice or lose time. Use our documents checklist if you want a fuller printable list.
- Photo ID for you and your spouse, if married.
- Social Security number and Medicare card.
- Proof of Social Security, pension, wages, or other income.
- Rent, mortgage, property tax, insurance, and utility bills.
- Health insurance cards and prescription coverage details.
- Bank or resource records if the program asks about assets.
- Case number, notice date, and old DHHR PIN if you have one.
Important proof warning: West Virginia’s public upload document guide clearly says the PATH upload feature shown there is for child support services only. Seniors should still make clear photos or PDFs, but do not assume every SNAP, Medicaid, LIEAP, or Medicare Premium Assistance case will show a proof-upload button. If a notice asks for proof, call and ask exactly how to send it.
How to renew and check status
After you sign in, look in My Account. Use My Benefits, Benefit Summary, Benefit Details, My Applications, My Messages, and Benefit Renewal. These screens can show case status, review dates, submitted applications, and messages from a worker.
Do not stop checking paper mail. Some notices may still come by mail, and missing one can cause a benefit to close. If PATH says your application is submitted, that does not mean it is approved. It only means the application was sent.
If your renewal tab is blank, call. Some Medicaid renewals may need a new application or a paper route through the local office. The state’s healthcare application page says WV PATH is the recommended online method for most healthcare applications, but it also lists local offices, the hotline, and paper forms as options.
Programs seniors often handle through WV PATH
SNAP food help
SNAP can help buy food. Older adults may have different deductions than younger households, so medical costs and shelter costs can matter. PATH is a normal place to start, but a county office can help if you have no email, no computer, or a proof deadline. For more food-rule detail, use our SNAP for seniors guide after you start the state application.
If you do not have an email address, West Virginia’s no-email SNAP guide explains a partial SNAP application route. That can be useful for a senior who needs to start the process but cannot make a full PATH account right away.
Medicaid and WVCHIP
Most seniors using this page are thinking about Medicaid, not WVCHIP. But some grandparents may have children in the home, so WVCHIP can matter too. For seniors, Medicaid can include regular health coverage, Medicare cost help, or long-term care rules. The path can change based on income, assets, household size, and care need. Our Medicaid for seniors guide explains the broader basics.
Medicare Premium Assistance
Medicare Premium Assistance can help with Medicare premiums, copays, and deductibles for people who meet financial rules. The state’s Medicare Premium Assistance page says to contact a local DoHS office for application help. You can also compare the broader topic in our Medicare Savings Programs guide.
Energy help and EBT card help
Regular LIEAP is not open all year. For 2026, DoHS announced that regular LIEAP would close at the close of business on 9 February 2026 because funding was exhausted. Seniors should check the 2026 LIEAP closure notice and the main LIEAP page before spending time on an application.
The 20% Utility Discount can reduce gas and electric bills from November through March and West Virginia American Water bills all year for eligible households. The LIEAP page says SNAP recipients over age 60, SSI recipients over age 18, and WV WORKS recipients may be eligible. Applications are usually mailed in the fall. If you think you were missed, call your county worker.
If your heat source is broken, ask about repair-and-replace help. The online myLITT portal and a local Community Action list can help point you to energy and weatherization routes. If a shutoff is close, use our utility shutoff plan while you call.
EBT is different from applying for SNAP. After approval, the Office of EBT is the place to check card help, lost or stolen cards, PIN changes, and balance questions. The 24-hour EBT number is 1-866-545-6502.
When WV PATH is not the full answer for home care
A senior who needs help bathing, dressing, eating, or staying safely at home should not rely on PATH alone. Ask about the Aged and Disabled Waiver, Medicaid Personal Care, and other long-term services.
The ADW program can help certain West Virginia residents get care at home or in the community instead of a nursing facility. The state says the process includes a Medical Necessity Evaluation Request, a financial decision, medical eligibility, and activation. The ADW site says the process can take about 56 days on average, and the average waitlist last fiscal year was 44 days. These are not guarantees. Your case can be faster or slower.
For application handling, the Acentra ADW page is part of the waiver path. For help choosing long-term care supports, call the West Virginia Aging and Disability Network at 1-866-981-2372. Our disabled senior help guide can also help you sort home care, transportation, legal help, and disability supports.
How to start without wasting time
- Pick the main need: food, health coverage, Medicare cost help, heat, EBT card help, or home care.
- Start in the right place: PATH for most applications, EBT for card trouble, ADW for home care.
- Gather proof first: income, ID, Medicare card, housing costs, and utility bills.
- Save every record: confirmation pages, PDFs, notice dates, worker names, and call times.
- Use phone backup fast: do not spend all day trying the portal if a deadline is near.
- Ask for local help: the PATH community partner guide can point to nearby help by county.
Common portal problems and fixes
| Problem | What may be happening | What to do |
|---|---|---|
| Access code loop | Email or phone verification is not working | Try another method, then call 1-844-451-3515 |
| Old case missing | inROADS link may not be complete | Wait up to 24 hours, then call for help |
| No proof button | Upload may not be offered for your case type | Call your county office and ask where proof goes |
| Pending case stuck | PATH may not accept changes on a pending case | Ask the worker how to report the change |
| Renewal missing | A paper route or new application may be needed | Call DoHS before your review date passes |
Phone scripts that save time
For missing proof: “My case number is ___. My notice date is ___. What exact proof is missing, what is the deadline, and where should I send it?”
For a locked account: “I can reach the PATH sign-in page, but I cannot get past verification. My email or phone may be the problem. Can you help me recover access?”
For utility shutoff: “I am a senior and may lose heat, power, gas, or water. Is regular LIEAP open, am I on the 20% Utility Discount list, and is repair-and-replace help available?”
For home care: “I need help staying at home. Should I ask for Aged and Disabled Waiver, Medicaid Personal Care, or another local service while I wait?”
What to do if denied, delayed, or overwhelmed
- Read the notice: Look for the reason, deadline, appeal language, and contact details.
- Write down calls: Keep the date, time, phone number, worker name, and answer.
- Ask for plain steps: Say, “What is the next action I must take?”
- Do not ignore appeals: For LIEAP, the state says a fair hearing must be requested within 60 days of the notice.
- Get legal help: Legal Aid WV may help with benefit problems if you qualify.
- Use backup pages: Our West Virginia emergency help guide can help when the issue is urgent.
Common mistakes to avoid
- Waiting until the deadline day to create a PATH account.
- Using the EBT card site to apply for new SNAP benefits.
- Assuming PATH is the full application route for home-care waiver help.
- Letting a helper use your password instead of using account permissions.
- Ignoring paper mail after submitting online.
- Trying to report a change online when the case is still pending.
- Starting LIEAP paperwork without checking whether the program is open.
- Sending proof without your case number or a way to confirm receipt.
Backup options when PATH does not work
- Paper application: Ask your county office for the right form and mailing address.
- Phone help: Call 1-877-716-1212 for benefit questions and change reports.
- Home visit: The healthcare application page says a person who cannot reach the office because of a physical handicap or disability can request a home visit through the local office or Client Services.
- Health coverage help: WV Navigator offers free help with Marketplace, Medicaid, and CHIP coverage.
- Housing trouble: Our West Virginia housing help guide covers rental, repair, and housing support routes.

Frequently asked questions
Is WV PATH the official benefits portal for seniors in West Virginia?
Yes. WV PATH is the main public portal for many West Virginia benefit applications. It is not only for seniors, but older adults can use it for SNAP, Medicaid, WVCHIP, Medicare Premium Assistance, and LIEAP when the program is open.
Can I upload proof documents in WV PATH?
Do not assume it. The public PATH tutorial clearly shows upload for child support services only. For regular senior benefit cases, prepare clear digital copies, then call your county office or 1-877-716-1212 and ask where to send proof.
What if my old inROADS case does not show in PATH?
PATH says the primary account holder can try to link old case information with a Social Security number or old DHHR PIN. It can take up to 24 hours. If it still does not show, call technical help or your county office.
Is LIEAP open right now in West Virginia?
Regular 2026 LIEAP closed early on 9 February 2026 because funding was exhausted. Check the state LIEAP page before applying, because energy-help dates and funding can change.
When should I stop using PATH and call an office?
Call when a proof deadline is near, your account is locked, your case is pending and will not accept changes, your renewal is missing, you need long-term care, or you need urgent food, heat, or medical help.
Can a caregiver help me use WV PATH?
Yes, but sharing one password is risky. PATH has account permissions that may let household members access case information after they create their own Optum GovID.
