Main portal choices in Connecticut
Connecticut splits senior benefits across several systems. The DSS application guide says people can apply online through ConneCT for SNAP, HUSKY C, Medicaid for aged, blind, or disabled adults, cash help, long-term services, and the Medicare Savings Program. The same guide points HUSKY A, B, and D applications to Access Health CT.
This split matters for seniors. A 72-year-old on Medicare who needs grocery help and help with Medicare costs will usually use ConneCT. ConneCT and MyDSS for DSS benefits
What it helps with: ConneCT is the main online application path for many DSS programs. MyDSS is the account tool most people use after a case exists. MyDSS can show status, notices, proof letters, and document uploads. It can also help with renewals and change reports.
Who may use it: Many Connecticut seniors use this path for SNAP, HUSKY C, the Medicare Savings Program, long-term services and supports, and some DSS cash help. Caregivers can help a senior organize papers. The senior may still need to authorize another person if that person needs case details from DSS.
Where to apply: Start in ConneCT when opening a new DSS case. Use MyDSS after the case is active or when you need to upload proof, view notices, print a proof-of-benefits letter, or renew benefits.
Reality check: Uploading a paper does not always mean a worker reviewed it yet. Keep the upload date, file name, and a screenshot if possible. If a deadline is close, call DSS and ask whether the document is visible in the case.

Medicare Savings Program and HUSKY C
The Medicare Savings Program, often called MSP, can help people with Medicare pay some Medicare costs. Connecticut’s MSP eligibility page says the monthly income limits below are effective March 1, 2026.

Who may qualify: A Connecticut resident with Medicare may qualify if income is within the program rules. DSS says not all earned income is counted. The QMB level can act much like a Medigap policy for certain Medicare cost-sharing, while all three levels pay the Part B premium and connect the person to Extra Help for Part D.
Where to apply: Use ConneCT, the short MSP-only form, or in-person DSS help. If the case also involves long-term care or HUSKY C, gather more proof before starting.
Reality check: HUSKY C and long-term care cases can need more documents than a simple MSP-only application. If the senior needs nursing home care or home and community-based services, the LTSS application page explains that some new LTSS applications go through special centers, while renewals and changes stay in the statewide ConneCT model.

Access Health CT for HUSKY A, B, and D
Access Health CT is the state health insurance marketplace. For seniors, it often matters when the older adult is helping a spouse, adult child, grandchild, or other household member apply for HUSKY A, B, or D.
What it helps with: Access Health CT handles HUSKY A, B, and D enrollment, marketplace health plans, and Covered CT. It also has phone, live chat, broker, and certified application counselor help.
Who may use it: Use this path when the person who needs coverage fits HUSKY A, B, or D rules, or needs a marketplace plan. Access Health CT says callers should have dates of birth, Social Security numbers if available, immigration papers if needed, income papers, and current insurance details ready.
Reality check: If the senior is 65 or older, on Medicare, blind, or disabled and needs HUSKY C or MSP, do not assume Access Health CT is the right door. Start with DSS instead. If coverage is already approved and the question is about providers, ID cards, or covered services, the HUSKY member page is often the better next stop.
Heating help and town tax relief are separate
CEAP is not inside MyDSS. The state says the Connecticut Energy Assistance Program helps pay home heating costs, with 2025-2026 basic benefits of $295 to $645 based on household size, income, and heating source. As of 27 May 2026, the state listed May 29, 2026 as the last day to apply for the 2025-2026 season. If you read this after that date, check the official CEAP page before you act.
Who may qualify: A Connecticut household may qualify based on income or participation in certain benefits. Households using oil, kerosene, or propane may also have deliverable-fuel issues that need local agency review.
Where to apply: Use the state Heating Help site, then work with the Community Action Agency that serves your town. If fuel is almost gone or heat is off, call 2-1-1 for help finding the right local path.
Tax relief is also outside DSS. The state renters’ rebate page says eligible renters can receive up to $900 for married couples and $700 for single people. Applications are filed with the town assessor or town social service agency from April 1 through September 30. The state circuit breaker page says eligible homeowners can receive a property tax credit of up to $1,250 for married couples and $1,000 for single people. That application is filed with the assessor from February 1 through May 15.

How to create, link, and use your account
- Pick the correct portal first. Use ConneCT for most DSS cases. Use Access Health CT for HUSKY A, B, or D.
- Create one account. Do not make a second account just because you forgot the first password.
- Use a strong password. The MyAccount setup guide says passwords must be 9 to 15 characters and include upper-case and lower-case letters, a number, and a special character.
- Link your case. If you have a Client ID, use the case association page to connect the account to the case.
- If you do not have a Client ID yet, keep going. Connecticut says you can set up MyAccount first and link it later after DSS sends your Client ID.
- Save the details on paper. Write the user ID, password hint, secret questions, submission dates, and phone calls in one place.

- If the portal is blocked: Use phone, mail, a DSS Resource Center, or a trusted helper.
- If the decision seems wrong: Use the fair hearing notice. It says most DSS hearings must be requested within 60 days. SNAP hearings can be requested within 90 days.
- If benefits may stop: The same notice says many non-Medicaid benefits may continue if the hearing request is made within 10 days. For HUSKY A, C, and D Medicaid, request before the effective date of the DSS action if you want benefits to stay the same while the hearing is pending.
