Tennessee’s senior property tax freeze can protect eligible homeowners from some future tax increases. But it is not offered by every county or city. You must check your own tax district and apply through the local tax-collecting office.
Bottom Line
The Tennessee Property Tax Freeze holds a qualifying home’s property tax at a base amount while the owner continues to qualify. It is not a cash grant or a waiver of the tax bill. Start with the state’s official freeze program and list. Find your county and, if you live inside city limits, check the city separately. Then request the 2026 tax-year form from the appropriate collecting official.
Start Here
- Find your jurisdiction. Look for your county and city in the state’s participating-jurisdiction list. An income figure shown for a county alone does not prove that county offers the freeze.
- Call the right office. Use the county trustee directory or city directory. Ask whether one or two applications are needed.
- Ask for the exact 2026 deadline. Most published local examples use a spring 2027 deadline, but some city deadlines are different. Do not rely on a statewide date.
| Your property | First check | Important limit |
|---|---|---|
| Outside city limits | County trustee | County must participate |
| Inside a city | County trustee and city collecting official | Each tax bill may have its own program and rules |
| County not listed | Check whether your city is listed | City participation does not create a county freeze |
| Already receiving tax relief | Ask for a separate freeze application | Relief approval is not automatic freeze enrollment |
What the Freeze Does — and Does Not Do
The local freeze sets a base tax amount for the principal residence. Rate rises or countywide reappraisals generally do not raise the bill while the owner remains eligible.
The state’s freeze questions and rules explain two key exceptions. An improvement that adds taxable value can raise the frozen amount. A move to a different owned home requires a new base for that property. If the normal calculated tax becomes lower than the frozen amount, the owner pays the lower tax, and the base adjusts downward.
Only the residential part is covered, not all farm or commercial land. State guidance generally limits the land to five acres.
Reality check: A freeze is not a deferral. It does not let you skip payments, erase past tax debt, or stop interest on late taxes. If the bill is already overdue, contact the collecting office about payment and collection options right away.
Find a Participating County or City
The Comptroller’s 2026 participating list identifies 28 counties and 37 cities. These counts describe listed jurisdictions, not statewide coverage. Use the current state jurisdiction list rather than a chart copied from another year.
Find your county first. Then look for your city by name if you receive city property taxes. Some cities appear even when the surrounding county does not have its own freeze. For example, Chattanooga is listed as a city program, but Hamilton County is not on the 2026 participating-county list. A resident must check which taxing authority issued each bill.
Some cities span counties. The 2026 state list gives different income limits by county portion for places such as Oak Ridge, Spring Hill, and White House. Ask the collecting official which side of the county line your parcel is on.
| Jurisdiction | 2026 freeze income limit | What to check |
|---|---|---|
| Knox County | $63,470 | County trustee application |
| Davidson County | $63,470 | Metropolitan trustee’s 2026 cycle |
| Williamson County | $69,150 | County program; separate city bill if any |
| Chattanooga city | $63,470 | City program; do not assume county coverage |
| Goodlettsville, Davidson portion | $54,900 | City limit differs from Davidson County program |
| Goodlettsville, Sumner portion | $48,550 | Confirm parcel’s county and city taxes |
All figures are for the 2026 property-tax year, not a forecast for 2027 taxes. Some limits use a locally adopted higher option. Do not use a county’s standard income-limit map as proof that the county participates.
To check a new or recently added location, look at the live list. Perry County and Lexington city are among the 2026 entries. If an older printable chart differs from the live table, ask the local collecting official which adoption and limit apply to your 2026 bill.
Who May Qualify for the 2026 Freeze?
The main state framework asks whether the applicant owns a principal residence in a participating place, is 65 or older by December 31 of the application tax year, and meets that jurisdiction’s income limit. The local collecting official decides whether the proof meets the rules.
Income includes more than wages: Social Security, pensions, veterans’ benefits, interest, and other sources. It considers income of owners and has rules for a spouse even when the spouse is not on the deed. Do not use only the adjusted gross income on a federal tax return as a final eligibility test.
For the 2026 tax year, the state lists a local-option higher income figure of $63,470 based on 2025 income where that option has been adopted. Other jurisdictions use different county-based limits; Williamson County’s reported figure is higher. The Knox County Trustee’s 2026 guidance is one local example of the $63,470 rule, including how it counts veterans’ income.
All owners do not have to be age 65. However, an eligible older owner must apply, and the home’s principal-residence status matters. Ownership papers, trusts, life estates, an inherited home, and shared deeds can change what proof is needed.
One home only: The freeze is for the applicant’s principal residence, not a second home, vacation home, or rental property elsewhere. It does not transfer automatically if you sell and move.
Property Tax Freeze Versus State Tax Relief
These are two different programs. Tennessee’s statewide Property Tax Relief program is a state-funded reimbursement for eligible homeowners. The local freeze limits qualifying future tax increases. Neither is a blanket tax exemption.
| Question | Local freeze | State tax relief |
|---|---|---|
| Main purpose | Keep a qualifying tax base from rising | Reimburse part or all of eligible paid taxes |
| Where offered? | Only adopting counties/cities | State program; local filing |
| Income rule | Local 2026 freeze limit | Different program-specific rules |
| Can both apply? | Yes, if both approved | Separate application needed |
The state explicitly says the freeze may be in addition to Property Tax Relief. Relief approval can help document age and income, but it does not enroll you automatically in the freeze. Ownership and residence tests are not identical.
If you need help with the tax you owe now, ask about reimbursement first. If you worry about tax increases in later years, ask about the freeze too. Our broader Tennessee property tax guide explains relief, veterans’ rules, and other tax paths without replacing this local freeze checklist.
How to Apply and Renew Each Year
- Identify each bill. Note the property address, parcel number, county bill, and any city bill. Ask who collects each tax.
- Request the local freeze form. The county trustee or city tax collector provides it. State approval of a program does not create one statewide filing portal.
- Gather proof. Bring a photo ID or age proof, property tax bill or deed, proof of your principal residence, prior-year tax return or non-filer statement, and income records for the people the rules cover.
- Check the filing method. Ask whether in-person, mail, or another route is accepted. Get a dated copy or mailing receipt. Do not email sensitive records unless the office confirms a secure method.
- File again each year. Tennessee requires annual reapplication and proof. Ask when renewal vouchers arrive and what happens if you do not receive one.
The Nashville 2026 checklist gives a useful example of the income papers a local office may ask for. It is not a statewide form. The Knox trustee’s current instructions describe in-person and mail filing, while saying completed applications cannot be sent by email. Follow your own collecting office’s method.
A caregiver may help organize papers. Confirm who may sign or file on someone else’s behalf. If the applicant does not file federal income taxes, ask about the approved statement or affidavit instead of leaving the income question blank.
2026 Tax Year Deadlines and City Exceptions
Tennessee’s assessment calendar places relief and freeze applications 35 days after the local tax delinquency date. That rule does not turn every city bill into the same deadline. Filing instructions can also differ for first-time applicants and renewals.
For the 2026 tax year, the Nashville-Davidson County 2026 program page and Knox County guidance state April 5, 2027 as their local application deadlines. That is a 2027 filing date for the 2026 tax-year program — not a published 2027 tax-year income limit.
Important Memphis exception: The Shelby County Trustee’s freeze page lists April 5, 2027 for its 2026 tax-year applications but identifies October 6, 2026 as the City of Memphis deadline. That city date has passed as of this guide’s update. Call the city office immediately to ask about your exact case; do not assume the county deadline applies to city taxes or that a late filing will be accepted.
The Shelby County website also contains mixed wording about which year a first-time applicant’s frozen base uses. The statewide explanation says the base is tied to the year the homeowner first qualifies. Ask the Shelby trustee to identify the base tax year on your actual approval notice instead of relying on a confusing web sentence.
For a 2027 tax-year application or a future renewal, recheck the latest local notice. No 2027 freeze income limits are assumed in this guide.
Reality Checks, Mistakes, and Denials
- Do not mistake an income-limit map for participation. A county may appear on a statewide income chart yet have no county freeze.
- Do not count only one person’s taxable income. Ask whose income must be included and which year is used.
- Do not skip renewal. Losing qualification may mean a new base tax amount if you later become eligible again.
- Do not stop paying taxes. A freeze does not excuse unpaid tax, penalties, or interest.
- Do not assume one city application covers the county. Verify each collecting jurisdiction.
If denied, get the reason in writing. Check age, ownership, residence, income, missing proof, and filing dates. Ask the collecting official which review or correction process applies and what deadline controls it. Do not assume that a state tax-relief appeal rule also governs a local freeze case.
If taxes have become hard to pay, use the broader Tennessee emergency help guide to locate other aid, while continuing to work directly with the tax office. For help making calls and gathering records, the Tennessee aging office guide may point you toward local support.
Disabled veterans and some surviving spouses may have a different state relief route even when a local freeze is unavailable.
Frequently Asked Questions
Does every Tennessee county offer a senior property tax freeze?
No. It is a local option. Check the state’s participating county and city list, then confirm coverage with the office that collects your tax.
Does a freeze mean I no longer pay property taxes?
No. It generally limits future increases to a qualifying base tax amount. You still must pay the applicable tax bill and follow renewal rules.
Can I have both the freeze and Tennessee Property Tax Relief?
Yes, if you qualify separately for both. The state says the freeze can be added to Tax Relief, but a separate freeze application is required.
Is April 5, 2027 the deadline everywhere?
No. Some county programs use that date for the 2026 tax year. City deadlines can differ; the Shelby County Trustee lists October 6, 2026 for City of Memphis taxes.
What if I lose eligibility for a year?
You must reapply and qualify again. The state says a new base amount is set when eligibility is regained. Ask your collecting official how this affects your bill.
